Cellu Tissue Holding, Inc.'s World Headquarters is located in East Hartford, Connecticut, on a site that has been used for manufacturing for more than 300 years. Water from the nearby Hockanum River has provided power for a variety of industries, with the manufacture of paper products a specialty.

As the supplier of the absorbent core for the first disposable diapers, Cellu Tissue has been aggressively involved as a key supplier of carrier, process and performance tissues for the leading manufacturers of private and controlled label health care disposables in North and South America.

In 1639, William Goodwin and John Crow purchased 776 acres in a Connecticut village then named Burnside where they built a sawmill and obtained permission to cut timber on the property. Roughly 150 years later, The Hudson & Goodwin Company builds a paper mill on the current site of Cellu Tissue. The "rag" paper produced at the site is very strong and has many printing uses. This paper is used in one of the nation's earlier newspapers.

In 1909, the mill begins the manufacture of sanitary napkins under the name of Dorval Napkins and continues to do so for much of the 20th century. In 1961, as the mill begins exporting tissue products to Latin America, a toilet tissue line (Doves Print) is added. Within three years time, the production focus begins to shift to other personal hygienic tissue products for surgical, feminine care, adult incontinence, and diaper end uses.

Today, the mill is in operation as Cellu Tissue Corporation, an independent company located in what is now East Hartford, Connecticut. The company creates high-quality products on a site that has been used for manufacturing for 3-½ centuries, with the past 200 years devoted to paper products.
